Education
- Completion of 4 year university degree in Engineering, Business Administration or related field
- Minimum of 5 years of progressively responsible and direct experience in asset/infrastructure reinvestment planning, long range budget coordination for large municipal infrastructure, including capital and operating budget processes, asset depreciation modeling, budget monitoring, project/contract management, supervisory responsibilities, cost benefit and risk assessment methodologies

Knowledge
- Infrastructure lifecycle models and financial reinvestment best management practices for large municipal infrastructure
- General knowledge of storm water management practices and technologies
- General knowledge of design and construction practices, rehabilitation techniques and infrastructure performance characterization
- Project management/contract management practices and processes, including budgetary, scheduling and resource management procedures
- General knowledge of maintenance/operational aspects and requirements for drinking water, wastewater and roadway facilities
- Demonstrated use of computers and computer applications, such as financial models, advanced spreadsheet applications, GIS tools and database management systems
- Applicable legislative provisions and requirements of the Planning Act, Environmental Assessment Act, Water Resources Act, Municipal Act, Conservation Authorities Act
- Forecasting processes for capital and operating budgets
- General knowledge of public consultation processes
- Predictive modeling principles, asset management principles and processes
- Knowledge of applicable health and safety legislation, including the rights and duties of workers
