Education

Completion of 4 year university degree in Civil Engineering or related engineering discipline.

Minimum of 5 years of related experience in a public works or utility environment with progressive practical experience in operation and maintenance, technical support, or water system design.

Knowledge

  • Federal, provincial and municipal legislation, including standards, regulations and guidelines pertaining to water quality and potable water (Safe Drinking Water Act)
  • City design guidelines and standard specifications and drawings
  • Capital and operating budget processes
  • Highway Traffic Act and applicable regulations and procedures including MOT Traffic Control Manual for Roadway Work Operations
  • Operation and maintenance practices and procedures for water distribution systems
  • Infrastructure performance rehabilitation techniques and asset management practices for large municipal water distribution systems
  • Preventive and corrective maintenance activities and procedures
  • Knowledge of Maintenance Management
  • Principles of project management
  • Design, construction and commissioning methods of water distribution systems and associated appurtenances
  • Confined space entry policies and procedures
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Work independently, with minimal direction, and collaboratively with all staff as part of a team
  • Able to provide technical leadership to plan, lead, coordinate, implement and manage projects to completion, provide functional supervision to others, and to manage work quality, scheduling and completion
  • Possess organizational skills and flexibility to plan, initiate, organize and prioritize own work, to manage a high volume of projects and to deal effectively with multiple demands, conflicting priorities, pressures and deadlines
  • Able to read and review engineering/technical reports, documents and drawings
  • Able to lead, and participate in, multi-disciplinary teams
  • Able to perform data analysis, formulate recommendations, and create and maintain reports
  • Able to evaluate and recommend new material and equipment
  • Possess computer literacy in applications such as MS Office Suite, ArcGIS, and the ability to use a variety of software packages for data management
  • Possess effective interpersonal and oral/written communication skills
  • Possess strong documentation, report writing and presentation skills
  • Interact professionally with staff/colleagues, consultants, contractors and the general public
  • Able to demonstrate sound judgement and decision-making capabilities
  • Able to think analytically, and be attentive to accuracy and detail
  • Display strong leadership skills, initiative, reliability
  • Display diplomacy, tact, discretion
